      <description>Again and again, people misunderstand the charge of "corruption." They imagine that the only "corruption" is individual -- as if it is a crime that predicates only of someone doing something that is illegal or unethical. But that is NOT the only corruption. It is corruption as well when someone does something that tends to weaken the effectiveness of their institution. This is the kind of "corruption" that is endemic in Congress today.
